As I understand it, there is no cap for # of candidates in the Sept debate...
But they have to have 130k donors AND 2% in 4 qualified polls by Aug 28.
There are 5 that already have met those objectives... and another 15 from July's debates that will try to make it...

Even though 5 have already qualified, one of those candidates could end their campaign for whatever reason, so "participation in" could still not be guaranteed.
